The vault and escrow programs are Anchor programs. Their behaviour is determined by the code, not by policy: the vault has no instruction that transfers to a third party, and the escrow’s refund path requires no signature from Hazlett or from the operator.
Both programs are live on devnet and under test. Mainnet deployment follows completion of the trading interface, and the addresses above are the addresses that will be used — they are deterministic and do not change between clusters.
